Can't say - it's internal stuff - but you should be pleased with the outcome :o) hotmail.com/co.* will still be supported, so you can have a hotmail.com or a hotmail.co.uk or hotmail.co.jp etc., but you won't be able to sign up for a new hotmail.co* address - it'll be the new alias.
Once Windows Live Mail has been RC'd (or nearest equivilant), there will be a full press release.

What exactly does this have to do with Windows Vista and Windows Mail 7.0?

It'll all be announced soon :o) I do imagine it'll start with *.com but then once users fill all those up, it'll become more localised, but in regards to that question, not 100% sure to be honest.
